Changemaker Spotlight – Cindy Woo: Holding the Line, Growing the Person through Clarity-Driven Leadership

The work many never see is often the work that keeps everything else standing. At Infinity Community Solutions Ltd. (ICS), that quiet backbone is the Administration Business team, led by Administrative Services Manager, Cindy Woo. She is respected because she is clear, consistent and uncompromising on standards, while being deeply invested in people. Cindy will tell you she’s “black and white” and process‑driven, but look closer and you see someone compassionate, fair and committed to helping people grow. Her team would likely agree she is someone who supports you to learn from your mistakes, rise to challenges and celebrate every win.

Cindy’s motivation is anchored in a simple truth: childhood shapes futures.
“I was fortunate to have had a great childhood,” she reflects. “Not every child has that same opportunity. Even though I didn’t have children of my own, I’ve always felt a responsibility to add value to a child’s upbringing.”

That belief shapes how she shows up in her role at ICS.

“In this job the stakes are high, decisions matter and the difference between ‘done’ and ‘done well’ can ripple outward to children, families and communities.”

“At ICS I get to drive meaningful change by supporting the people who support the work,” she adds. “Leading the Admin team means building the systems, standards and follow‑through that keep our organisation safe, responsive and accountable.”

Cindy’s leadership is plain‑spoken and principled. She sets the bar high and holds the line, starting with herself.

“Transparency and authenticity build trust,” she says. “And trust is the ground every strong team stands on.”

Her process‑driven approach is grounded in purpose. Governance isn’t paperwork, It’s the systems and standards that keep children safe.

“Everything the Admin team does and doesn’t do, has consequences for the organisation,” Cindy notes. “And in our sector, that means consequences for children, young people, families, carers and people with disability. That’s why precision, quality and timely follow‑up matter.”

For Cindy, clarity includes growing accountability in a way that builds ownership rather than burden. She coaches her team to follow up on delegated tasks, not to take on extra work or another’s responsibility, but to reinforce commitments and keep momentum.
“This isn’t just about completing the task,” she explains. “It’s about reinforcing accountability, building a culture of care and ensuring that we can succeed together.”

She is intentional about how she supports her team. This is about setting realistic expectations, delegating well and checking in so people feel supported, not driven. She uses reflection as a learning tool, not a place to get stuck.

“Mistakes are part of growth,” she says. “We reflect so we can improve. Then we move forward.”

Her boundaries are firm but always anchored in respect. She models the standards she asks of others, recognises strengths, supports growth areas and encourages her team to step confidently beyond what feels comfortable. And when professional development leads someone toward a new opportunity, she views it as a shared achievement.
“If their next step takes them further, that’s a success story.”

Ask Cindy what she’s proud of and she won’t list her own accomplishments. She will, however talk about her team. She speaks with open pride about two team members who recently completed their Business Certificate III while gaining practical experience at ICS, leading to permanent roles.

“Watching them grow into their positions, building confidence, applying new skills and finding their voice has been incredibly rewarding,” she says. It’s the kind of development that doesn’t make headlines but quietly changes careers.

Cindy keeps ICS’s core purpose in view through everyday decision‑making. She aligns performance goals to values and stays across policy and sector shifts, so ICS remains responsive.

“It’s about staying grounded in who we are and proactive in how we work,” she explains. “We serve the organisation so programs can serve people. That’s our client lens in Admin.”

Her principles are steady, honesty, clarity, integrity and perspective. She models what she expects and surrounds herself intentionally, borrowing the best from leaders she admires and choosing company that lifts the standard.

“We are the sum of the closest five people we surround ourselves with,” she says with characteristic candour.

Cindy readily acknowledges how her leadership has evolved. Early mistakes became material for growth because she made reflection a habit and acted on it. Combined with her appetite for change, that discipline keeps her energised. She notes she rarely stayed in a role longer than three years until now. The ongoing challenge and fulfilment she finds at ICS has kept her here, a testament to the work, the organisation and the team she leads.

“Leaders at all levels set the tone,” Cindy says. “We share a common goal, to do our best work. Balancing results with a genuine commitment to developing people is how we get there.” For her, this balance isn’t soft, it’s strategic. Invest in people and you build capability, resilience and long‑term success.

What excites her most is seeing ICS invest in future leaders and knowing the operational spine of the organisation will continue to strengthen as the sector evolves.  “I’m proud to keep playing a role in shaping lives and futures by backing the teams who make the work possible.”
